For IELTS writing task 1, don't worry about using "difficult" verbs or verb tenses. Forget about continuous and perfect tenses; just use present or past simple.

Felora, your paragraphs are good, but don't write "In overall", just write "Overall".

I think 'reached' usually implies that the number rose to a high point or peak.

According to Jim's comment, i didnt understand because Mexico didnt reached the peak yet in 2005.i was wondering the meaning of high point. Does highpoint mean that is the angle displayed in 2005?

Dear Shun,
'Reached' (arrive at in some course of progress) and 'Reached a peak' have a totally different meanings. Therefore, 'reached' in this sentence is correct.

I think that ( will be, will use ) are the correct answers , so I can not use only present or past simple.

The chart shows the percentage of internet users in three countries over ten years, from 1999 to 2009.
It is noticeable that there was an upward trend. All of these countries saw a significant increase over this period and among them Mexico had the lowest growth rate.
In 1999, the percentage of internet users of USA was about 20%, far more than that of Canada and Mexico, where the figures were about 10% and 5%, respectively. In 2002, the proportion of people using the internet in USA and Canada were almost the same, which was approximately 50%. This happened again in 2005, when the figure was 20% more than it in 2002.
By 2009, Canada had the largest proportion of the internet users and the figure reached to almost 100%. Then came the America, where the percentage increased to 80%. The number in Mexico was the lowest, which was only about 40%.
