1.We can not use preposition on with affect because it is the verb form.
We can either say also AFFECT animals or HAS EFFECT on animals.
2.OF extinction

4. Most people who live in cities complain about traffic congestion. Here I think SUFFER FROM is mostly used with disease and being ill.

In the sentence, you say " per household", and as far as I know, household is countable noun. Therefore, it seems to me that it has to be written "per a household" if you meant car ownership for each family in the UK. Would you advise me to understand that? Thank you for your time
