My answer is A,which can be inferred from the last sentence" ...shows that livability across the world has fallen by 0.6 per cent."

B) How cities are ranked.
This paragraph does not talk about the way in which the cities rank.

C) Results of the latest “Most Livable Cities Index”.
I think the core idea of this paragraph is the last sentence.

D) Melbourne is top city for tourists.
The paragraph does not involve the information of tourism.

The answer is 'C' because it has talked about recent indices.
