Simon,
Cambridge ielts has an official guide this year. weird enough, the modal essay provided by the author about map writing does not describe a location by using words such as north or south, instead, the essay uses top left hand corner, or top right hand corner. now, it is very confusing. as far as I know, a map is different from a picture. does that mean that we need to use these phrases to describe a location from now on? how about office layout or floor diagrams?

I would write directions as North ,South if there is a compass illustration on the picture.
If there is no compass or icon showing North, I would use words such as 'at the top' , 'on the top right corner','on the ground level', to describe the location or direction of things.
