Skinner's mid-20th-century philosophy that human behaviour is determined by consequences, and that bad behaviour must be punished. During the 2011-12 school year, the US Department of Education counted 130,000 expulsions and roughly 7 million suspensions among 49 million primary and secondary students - one for every seven children. Furthermore, it is estimated that there are a quarter of a million instances of corporal punishment in US schools every year.

I think the correct answer is A.
Why not B or C-> The use of ''but'' in the second paragraph requires a somewhat negative title; we can ignore paragraph A because the author has changed the flow with ''but'' in the second paragraph. Using contrast is a popular technique to stress the intended message.
Why not C -> The passage focuses on children behaviour at school, not the system itself. System is a more general term.
Why not D -> This title requires classifying the goals with transitional words such as in addition, furthermore, also, first, second ...
It is also possible to classify them without such words, but the use of ''but'' in the second paragraph lets us eliminate this option.
Yet, there is only one goal stated in the paragraph, which is momentary peace. I cannot see more than one goal there.
Shortly, what you see before ''but'' is not what the author means to say.

If the students behaviour is molded in correct direction then absenteeism will be reduced,corporal punishment will be reduced as well as long term goal should be easily achieved.

Here's why the other answers aren't suitable:
B - Paragraph 2 makes it clear that the current system is not working well. So no good solutions are given.
