Try this 'paragraph headings' question from Cambridge IELTS 7, page 48-50.
Choose the correct heading for the paragraph below.
- Co-operation of district officials.
- Government authorities' instructions.
It would have been easy to criticise the MIRTP for using in the early phases a 'top-down' approach, in which decisions were made by experts and officials before being handed down to communities, but it was necessary to start the process from the level of the governmental authorities of the district. It would have been difficult to respond to the requests of villagers and other rural inhabitants without the support and understanding of district authorities.

Is it true that the answer is always in the first sentence of the paragraph?

Co-operation of district officials = support and understanding of district authorities
for number 2 is about Government authorities' instructions. but there is no any instruction was given by government authorities.

I still remember that our teacher told us that the heading answers were in the first paragrphy or last one. but after doing practice, I found that the answers for headings are not just match with first sentence or last one.Sometimes i needs to read through the whole paragraphy to find the answer for the headings.

My answer is 2. The paragraph states that "it was necessary to start the process from the level of the governmental authorities of the district" and "it would have been difficult without the support and understanding of district authorities."
That means district/governmental authorities must have instructions to respond to the requests of villagers.

I think the answer is the title Nr. (2)
I don't think this claim is true, because the question tends to find out whether the reader understand the gist of information from paragraph.

Because in the passage I see some keywords like "decisions" "made" "experts and officials" in the 1st sentence and in the last sentence i also see "support" "understanding" "district authorities" so i think it matches with No.1.

Hi, how are you all today? I would like to draw some attention if its ok with everyone. First, Simon is a very busy person and he is doing this service for free. We should respect and appreciate his contributions. Therefore, we should ask questions which is clear, concise and relevant. For instance, I am following this site for a quite long time. It is a common question how can I achieve band 7. To achieve band 7 in writing, you have to know good grammar, topic vocabulary and appreciate eassay structure. Secondly, he is not a customer representive that he is bound to answer everone queries. Thus, we can use our common sense to resolve the issue and minimise unwanted written text floading. For example, how to pay his services! It is just like other on-line purchase system to buy products. You can use credit card or something else from any part of the world. This is completely irrelevant question in this section. Finally, I think we all should ask important questions which may help others as well rather than asking silly questions. I deeply apologize if I offened anyone from here. I did not mean to offense anyone and my pure intension is to help each other with sharing information.

Another thing I would like to mention that I am not a good writer, but following this site for last 3 months, I have increased my writing skills 5 to 6.5 without any help from others.
