I rarely take a break from updating this blog, but today is spring bank holiday here in the UK, and I've been with family and friends all day.

Mr.Simon, do we allow to use the word "outweigh" in the writing task 2? I've heard this word is not useful anymore...!!

The word 'outweigh' is fine to use. Don't use the word 'overweigh'.
